No. Giveaway Accounts cannot be reset.
If your Giveaway Account is breached or failed, the account is permanently closed.
Since Giveaway Accounts are awarded through promotions, the standard 10% discount for purchasing a new Challenge does not apply to a failed Giveaway Account.
If a specific giveaway or promotion states different conditions, the terms of that promotion apply.
